Willacy County Navigation District

The Texas state legislature created the Willacy County Navigation District, which built wharves, docks, a turning basin, and laid out the townsite of Port Mansfield.

Since there is no mayor or elected city officials - the closest thing to local government in Port Mansfield is the Willacy County Navigation District and its Port Director. The WCND and the Port Mansfield Public Utility District together perform most of the necessary municipal functions. There is an elected Board of Directors that oversee the activities of the Navigation District.

The following services are functions of the District :

  • Leasing of land for both commercial and residential uses
  • Leasing of docks for commercial and privately owned vessels
  • Leasing of covered and uncovered boat stalls on a monthly, quarterly, semi-annual and annual basis
  • Operate a 3200 ft. paved and lighted airfield for public use
  • Maintains the port facilities
